On Monday, 19 January 2026, the New South Wales (NSW) state government opened applications for the highly anticipated Subclass 491 Skilled Work Regional nomination under Pathway 1 (Working in Regional NSW) and Pathway 3 (Regional NSW Graduate).
By Tuesday morning, 20 January 2026, both pathways were officially closed to new submissions. The window lasted less than 24 hours.
The January 19 Opening
State nomination allocations have been under extreme pressure for the 2025–26 migration program year. Due to reduced seat allocations from the federal Department of Home Affairs, states have had to manage intake caps strictly.
NSW designed a staggered opening system to allow regional workers and regional graduates to lodge. However, because these pathways had been closed for months prior, the backlog of eligible candidates waiting to lodge was historically high.

Within hours of the application portal opening, regional development offices and Investment NSW reported record-breaking server traffic and portal queues. The volume of completed applications lodged in the first 12 hours exceeded the entire remaining state quota for the subclass 491 visa program.

What This Means for Applicants
If you managed to submit your application and pay the nomination fee before the portals closed, your application is locked in the queue and will be processed. However, processing times are expected to extend due to the massive volume.
If you did not manage to submit, the closure represents a major setback. You cannot lodge under Pathway 1 or 3 for NSW until the new financial year opens (typically July 2026).
Next Steps & Alternative Options
If you missed the window, you have several alternate options:
- NSW Pathway 2 (Invited by Investment NSW): This stream remains active. It is an invitation-only round based on your SkillSelect EOI. Ensure your EOI is updated, as NSW runs selective draws for priority occupations.
- Look to Other States: Other states (such as Victoria, Western Australia, or South Australia) have different regional criteria and remain open for certain occupation lists. Relocating states may be required.
- Employer Sponsored regional (Subclass 494): If you have an employer in regional NSW willing to sponsor you, this visa is not points-tested and does not rely on NSW state nomination caps.
